Description

JOB PURPOSE

  1. Support the Systems and Information Manager to produce a wide range of management information and performance analysis to agreed standards and deadlines.
  2. Contribute to the development and management of the unit’s performance framework and processes to ensure managers can test and challenge service performance.
  3. Support the day to day running of the service whilst having a clear focus on continuous improvement.
  4. Support the Systems and Information Manager to ensure the data quality of information held on service specific systems.

Principal Accountabilities and Responsibilities

Support the Systems and Information Manager and all team managers in regularly reviewing, assessing and improving performance across all the team’s activities, through:

  • Supporting the development and implementation of the unit’s improvement systems projects and programmes.
  • identifying potential performance challenges, related causes and any wider implications at an early stage;
  • monitoring the outcomes of service provision, including equalities;
  • the scrutiny, analysis and interpretation of performance data, trends and comparative benchmarking information;

Provide practical help and support to managers in compiling performance information to improve the understanding of their services.

Contribute to the development of Northgate, icase work and EDM processes and reporting infrastructure and other electronic information systems within the department.

Contribute to the completion and submission of all the teams’ statutory, corporate reporting and information management requirements including:

  • corporate performance management information for the Chief Executive, Corporate Management Team, Leader and Executive;
  • Coordinating the response to Freedom of Information and SAR.
  • To effectively deal with requests for information, data and performance statistics as required.
  • liaison with Land Registry and an administrator of Land Registry system.

Liaise with external agencies on the development and improvement of the systems and performance management processes and training.

Read and assign all MPs enquiries and complaints to service managers/team leaders and send out an acknowledgement letter to client/representatives.

Training and supporting new and existing staff on the systems used across all Departments.

Act as administrator on Land Registry System.

Reconciling monthly invoice activities for finance budget within Housing Needs.

Qualifications

Knowledge and Qualifications

  • Knowledge and understanding of the major factors, influences and challenges facing local government.
  • Must be a certified trainer with NVQ level 3 (PTTLS) at least or equivalent.

The post holder will take a flexible approach to changing patterns of work and undertake any other duties commensurate with the general level of responsibility of this post.

Experience

  • Housing Needs and Homelessness issues in the context of a diverse borough.
  • An awareness of the principle of good information governance and data protection requirements.
  • Experience of using IT systems to provide performance information and statistical analysis.
  • Supporting effective delivery of service/business plans to meet performance targets.
  • Developing practical, innovative and creative approaches to performance management and performance improvement.
  • Taking ownership and commitment to key objectives across professional staff teams and building capacity and capability to deliver.

Co-ordinating the provision of statutory and local performance indicators internally and externally ensuring the accuracy of data.

Preferred Skills

  • Advanced level Excel is vital.
  • Good IT skills with an ability to effectively use a range of IT systems and applications to produce and present performance information.
  • Communication and influencing skills to inform, consult and negotiate with a range of audiences in a straightforward, articulate, sensitive and persuasive manner, both orally and in writing.
  • Intellectual ability to be able to think and act strategically, analyse complex data and develop practical and innovative solutions to the management of complex reporting problems.
  • Interpersonal ability to engage with service areas, and external agencies with confidence and respect.
  • Organisational skills to plan and prioritise performance and improvement on work programmes and multiple tasks to deliver results to time.
  • Ability to work well both on own initiative and as part of a team.
  • Identify and encourage innovative solutions, support a “can do” culture and achieve results.
  • Effective co-ordination of working groups and the achievement of positive outcomes.
